Victor Loria is a seasoned Real Estate advisor and government affairs specialist with more than 30 years of experience advising on complex property transactions, public policy, and institutional strategy. He holds a Master’s degree in Business Administration and has held senior leadership roles within the Costa Rican Legislative Assembly and the Universidad Técnica Nacional (UTN). His work has consistently bridged the public and private sectors, fostering dialogue between commerce, legislation, and development.

As a Legal and Real Estate Advisor to FUAAGEP, Mr. Loria plays a key role in identifying and securing large-scale undeveloped land vital for the preservation of ecosystems and the protection of natural water resources—an essential pillar of the foundation’s environmental mission. His strategic oversight supports both the foundation’s sustainability goals and long-term territorial planning initiatives.

He is also a key figure in government relations, leveraging his deep institutional knowledge to guide legal frameworks, development policy, and regulatory strategy. Mr. Loria is an active member of the Costa Rican Chamber of Commerce and has contributed to multiple national committees focused on marketing, legislative processes, and strategic public planning.

Throughout his career, he has served as a Legislative Advisor in the Department of Budget Analysis, where he led the technical review of budgetary regulations and authored impact assessments on proposed legislation—solidifying his reputation as a trusted expert in public finance and policy implementation.
